The City Council believed the neighborhood council organization could also provide a tool which residents could use in responding directly to those problems and needs, which do not fall within the area of City responsibility or authority.

Today, the Neighborhood Council Group is called the Inter-Neighborhood Council Forum (INCF). The INCF normally meets the first Wednesday of each month.
