San Bernardino is the second largest city in the Inland Empire, and the county seat of San Bernardino County. The city was founded by Spanish ranchers and farmers and remained one of Mexico’s most important agricultural areas until California was given to the United States. In 1851, Mormon missionaries became the first large group Europeans to settle in the area. Until Brigham Young recalled the Mormons to Utah, the city was the site of one of the largest Mormon settlements in the country. The city struggled until the late 1800’s when the railroad arrived and brought many laborers to work in the rural agricultural communities. The area soon became one of the most important agricultural and shipping areas in southeastern California. With the opening of Norton Air Force Base in 1941, San Bernardino experienced another large population surge that was maintained until the end of the Cold War when the base begun to downsize. In 1994 the base closed and took many jobs from the area that have not yet been recovered. Because of this the city has a relatively high percentage (23%) of families living below the poverty line.
However, due to the rapid increase in development and the newly flourishing economy in the Inland Empire, San Bernardino has seen a high growth rate of 7% since the year 2000. Many of the residents are commuters that work in LA and Orange Counties as well as other areas in the Inland Empire who take advantage of San Bernardino’s low median house price of just $98,700. The city does still have a relatively large manufacturing sector and the city has many other blue collar workers in the transportation and shipping sectors. The county government is another large employer of area residents.
San Bernardino has one of the few major colleges in the area. California State University at San Bernardino employs many people in the city and has helped sustain the local service industry and attract more white-collar companies to the city. CSUSB is also the major sports and cultural venue in the area attracting many visitors to the school’s sporting events and performance art.

Chino is another notable city in San Bernardino County. The city has a population of just under 70,000, and is a major dairy farming city in southeastern California. The city is also well because of the large state prison located here, the California Institution for Men.
In the last 30 years the city has become a large middle-class suburb for workers in the other major Inland Empire cities of San Bernardino, Riverside, and Ontario. Chino has an unfounded reputation for being a high crime area. The city has a below average property crime rate and is close to the national average for other types of crime. The city also has a very low poverty rate with just 6% of area families living under the poverty line. The city is also the home of Planes of Fame, an air museum where visitors can view all types of modern and historical aircraft.
